Strategies for Effective Implementation of the CPAR Program - Building Up From the Gains: Lessons From the Improvements for Effective Implementation of the Community-Based Participatory Action Research Program (SEARCA-DA-BAR Policy Brief 2021)


The Community-Based Participatory Action Research (CPAR) is one of the major programs of the Philippine Department of Agriculture-Bureau of Agricultural Research (DA-BAR) has disseminated mature technologies to more than 13,000 farmer- and fisher cooperators since its inception in 1998. A total of 317 projects have been funded through the CPAR program and implemented in 626 project sites across the Philippines (DA-BAR 2021). Despite the expanse of implementation, CPAR needed to adapt with the advancements in the Research, Development, and Extension (RDE) paradigm and the changing needs of the agri-fishery sector in the country. Certain aspects of the program design and implementation had to evolve to sustain and further improve the delivery of target outputs, outcomes, and impacts in the years ahead.
