PN 2017-10: Examining Energy Use and Weather Variability Through the Gender Lens

While substantial studies on energy use have been done in developing countries, few researches analyzed energy use in the Philippines within the context of weather variability and gender. This Policy Note analyzes the change in households' energy use with different sex composition in response to weather changes. Among others, it finds that the impact of weather variability is highest in female-headed households in rural areas. Moreover, it observes that female- and male-majority households have the highest and the lowest monthly electricity consumption, respectively. The study encourages the government to support alternative projects, such as saline solution that can power lamps, to generate electricity in geographically isolated and disadvantaged areas. It also calls for the review of the Rural Electrification Program to identify the barriers to electricity subscription.
