Understanding Strategic Trade Management: On Building a Community of Responsible Nations


The paper explores possible options in preventing the spread of weapons of mass destruction and realizing the benefits of liberalized trade through the proper implementation of Strategic Trade Management (STM). STM should be viewed as complementary to the objectives of economic development and trade facilitation, as a strategy for a more coordinated interagency export process with the creation of a single window system that cut the time and bureaucratic requirements of doing business and increases economic competitiveness.

Thus, it is recommended, that the enactment of a Strategic Trade Management Act be prioritized simultaneous with the continuing process of technical and capacity-building activities among agencies and personnel involved in the implementation of STM to maximize the benefits of globalization.
