Paving the Way for Institutional Reforms in the Philippine Water Sector


The 2011-2016 Philippine Development Plan (PDP) recognizes the importance of "efficient and effective management of water resources as being fundamental to achieving inclusive economic growth while ensuring a sustainable environment.” This is indeed important, as the Philippines is one of the few countries endowed with abundant renewable water resources, estimated at 146 billion cubic meters per year (Tabios and Villaluna 2011). However, the management of this abundant resource has proven difficult over the years as evinced by the various institutional constraints presently confronting the water sector which include: weak water sector leadership and multiple agencies and fragmented water resource management and regulation.
