This Policy Note assesses whether the rice self-sufficiency target can be attained and sustained at reasonable cost. The assessment is based on two approaches: first is comparison with past trends; second is comparison with projections of demand and supply. Based on the findings of the assessment, can rice self-sufficiency be achieved? This Note suggests some recommendations and implications.
