The paper prescribes a physical and land use plan to restore and preserve the Ifugao rice terraces. It says that the development of the region can be sustained by making use of the socio-cultural opportunities and enhancing the local initiatives of the inhabitants of the province as the traditional ecological caretakers, the protection of both the natural and built environment. Strategies include setting standards for capacities and thresholds, establishing controlled zones, a solid waste management scheme, and an image building and tourism control.
