The paper assesses the Inter-Agency Town Planning Assistance Program in light of indications of its underperformance vis-à-vis targets. The assessment was a project conducted by the Planning and Development Research Foundation, Inc. of UP, as funded by the Ministry of Human Settlements. The three areas of investigation were the policy (mechanism and mechanics for program delivery to intended clients), process (evaluation of development plans and zoning ordinances of selected towns) and product levels.
