The paper examines the level of awareness of the municipal officials on the importance of the land use plan or land management. It reveals the techniques used in implementing the land use plan as well as the nature of policy adopted to guide the physical development of the town. Data were gathered through interviews with the local officials, representatives of national agencies and developers in the town of Santa Rosa. Analysis was also made of the comprehensive plan and other reports filed in the planning coordinator’s office.
