The potential for a wider application of market-based instruments (MBIs) in the Philippines is evaluated in this report through a review of existing policies and practices in environmental management, particularly the experience in implementing incentive-based policies and policy tools. This two-volume report, consisting of the main report and a narrated summary called The Essentials, also provides illustrations on how MBIs can be applied, and discusses institutional, equity, and legislative aspects of MBI use.
