The article draws up a comprehensive regional development strategy for Central Luzon and Southern Tagalog which incorporates the goals of then newly-implemented agrarian reform and urban development and industrialization policies. To address the uncontrolled growth of Metro Manila and its steady expansion to outlying regions, resulting to indiscriminate conversion of agricultural lands to urban uses, the strategy basically features measures and procedures focusing on limiting the growth of Metro Manila, developing the sub-regional centers as growth centers, and applying land resource management techniques.
