It notes that from 1991 to 1997 real property tax registered an average annual growth rate of 15.84%, with a collection efficiency of 42.79%. On the other hand, internal revenue allotment grew from P9.5 billion in 1991 to P47.3 billion in 1997 with an average growth rate of 33.30%.
