Understanding Singapore`s Policies Toward Inflow of Foreign Low-skilled Workers


Openness to foreign labor reflects Singapore`s overall open economic policies and lack of xenophobia as well as a tight labor market as a result of robust economic growth and declining total fertility rate. However, the bulk of these foreign workers are low skilled and this poses threats on the country`s local employment. This Policy Brief presents an in-depth analysis on how Singapore manages the inflows of low-skilled foreign workers. It also presents the economic and social impacts of foreign low-skilled labor as well as the problems and challenges that these foreign workers are currently facing.
