The first two papers in this issue outlined the approach adopted by Metro Cebu Land Use and Transport Study (MCLUTS) and identified some of the transport issues and problems about Metro Cebu. The rapid expansion of Metro Cebu has led to problems of traffic congestion, public transport inadequacy, road and traffic engineering insufficiency, and incompatibility in land uses. The strategic planning activity focused attention on the long term planning and development issues, the action programming concentrated activities on identifying measures to provide immediate or short term relief to existing transport problems. This paper discusses the traffic engineering action programs undertaken by MCLUTS.
