The Techno Gabay Program: Towards Modernizing the Agriculture and Extension Program in Region III


The Techno Gabay (TG) Program was initiated by the Technology Outreach and Promotion Division (TOPD) of PCARRD in 1998. It is being implemented nationwide through the 14 consortia spearheaded by the regional Technology Promotion Group of each consortium. The rationale of the program are : (a) to provide information and technology services in agriculture, forestry and natural resources via an effective mechanism; (b) to strengthen the link among the technology generators, technology servers and technology adopters; and (c) to complement the local government units’ (LGUs) and rural-based organizations (RBOs) efforts in providing information delivery and technology services. The TG program’s general objective is to promote an integrated system of technology promotion and commercialization. The four components of the program are: (a) Technology Packaging; (b) Technology Management Services; (c) Technology Management Support Services; and (d) Planning, Monitoring and Evaluation. At the consortium level, the Technology Management Services is the core component of the Techno Gabay Program. It provides services to disseminate, promote, and commercialize technologies. It includes four major information and technology delivery modalities. These are: (a) Farmers Information and Technology Services (FITS); (b) Farmer Scientists; (c) IEC; and (d) ICT. In Region III there are 14 FITS centers in: Aurora, (8); Pampanga, (1); Zambales, (1); and Nueva Ecija, (2). In Nueva Ecija, CLARRDEC through the CLSU Extension Office aims to facilitate establishment of 16 new FITS Center for 2003. It aims to put-up FITs in all cities/municipalities in the province. The Nueva Ecija Provincial Government (NEPG) will provide 16 computers in 16 municipalities to enhance extension delivery system (EDS) and modernize agriculture in Nueva Ecija. Two trainings were conducted to train LGU-DA staff in Nueva Ecija in January 2003. The strong linkage of CLARRDEC-CLSU-NEPG, the proactive behavior of target clients and through integrated approach among R & D centers in the region will hopefully contribute to modernize agriculture in the region.
