This paper assesses the Philippine Housing Program covering the period 1993-1996. It notes that there is a need for the greater participation of the private sector in resolving the housing crisis especially in the provision of socialized housing. To promote greater participation from the private sector and reduce the cost of housing, the government grants incentives to the National Housing Authority (NHA), the private sector, Community Mortgage Program (CMP) and occupants of areas for priority development. It likewise mandates the Home Development Mutual Fund (HDMF), Government Service Insurance System (GSIS) and Social Security System (SSS) to ensure that funds for long-term loans are available on a continuing basis.
