This article is part of the seminar on “Science Technology Policies in the Philippines" jointly sponsored by PIDS and DOST on May 5, 1989. Researches show a positive relationship between expenditures for science and technology and the level of technological development/economic development. This article discusses the legal issues and provides legal framework on S&T development.
