The paper examines the process of technological innovations
in Japan by looking at the following factors: the initial conditions, the economic environment in which economy was operating, the goals and strategies pursued, institutions established, economic policies implemented, programs developed, the role of government in the entire process, and the involvement of the private sector. The paper reviews in great detail the science and technology
experience in the Philippines. In the light of the above, the paper draws policy lessons for the Philippines. It provides general as well as specific policy lessons and recommendations.
