Self Reliance in Local Infrastructure Development: The Case of the Lapu-Lapu City Hall


The article presents the successful experience of Lapu-Lapu City in undertaking a capital investment project on its own, primarily through a fiscal program that served as a fund raising campaign. Amidst the general picture of local governments being reluctant to undertake major capital projects without the assurance of external assistance, with the usual excuse of lack of financial resources, the case of Lapu-Lapu City shows, among other things, that it takes more than the resource mentioned to implement a successful program such as the construction of a City Hall.
