This paper focuses on the shipping transport subsector of the shipping industry because of its high sensitivity to government policies as well as its being the most protected sector. It cites that policy reforms have increased competition in the industry but there are still remaining issues which need to be addressed. It also recommends certain measures for the MARINA to ensure that the gains from the reforms will not go to waste.
