The paper examines the issues that presently confound regulators, namely: universal service provision and interconnection. It first recaps the sector's history and recent performance, and then proceeds to tackle the issues of interest. It questions the sustainability of the adopted strategy to pursue universal service, and offers suggestions to resolve the long drawn out impasse over the matter of interconnection.
