Promoting Transparency and Accountability in the Extractive Industries Sector

The Extractive Industries Transparency Initiative (EITI) is a global standard for transparency and accountability that involves the reconciliation of company payments with government receipts, and the disclosure of such information to the public. The Philippines was admitted as a candidate country by the EITI Board on 22 may 2013, and is currently preparing its first EITI Report due December 2014. The paper presents the EITI Standard (2013) that the country has to comply to become EITI Compliant. The Standard includes, among others, the timely publication of the EITI Reports and the effective oversight by a functioning Multi-Stakeholder Group (MSG).

Sangguniang Kabataan: For Abolition or Reform?

The Sangguniang Kabataan (SK), created in lieu of Kabataang Barangay (KB), aims to encourage to constructive and active participation of Filipino youth in governance. With varying assessments on the performance of the SK, the election of its officials set on 28 October 2013 was postponed with the signing of Republic Act No. 10632. The postponement is said to be due to the mounting clamor for its abolition and the need to undertake an in-depth study that can help government finally decide whether to abolish or to institute reforms on the SK.
