This document is the result of collaborative efforts among various individuals and institutions to discuss the Manila action plan for APEC. Highlights and challenges on issues such as market openness for trading goods, liberalization of services, facilitation of business and infrastructure and strengthening the economic and technical cooperation are discussed at length. This is in the hope of providing institutional linkages to the APEC network.
