From a legal standpoint, the continuity of pending land acquisition and distribution (LAD) proceedings even beyond 30 June 2014 may have found firm ground with Section 30 of RA 9700. But while this premise can pass legal muster, appropriating funds for these activities beyond 30 June 2014 may still need a categorical answer. An equally important issue besides the legal probabilities is how the pace of implementation of the program has affected overall investment and growth in the agrarian sector. The CARP is now more than two decades old and there are still some significant hectares of land for distribution. Evidently, the slow pace of implementation of CARP and its adverse impacts bolster the calls for faster implementation of LAD proceedings, even on purely economic grounds.
