In June 2002, the Small Enterprise Education and Promotion (SEEP) Network undertook a network capacity assessment of the Microfinance Council of the Philippine Incorporated (MCPI) under its Network Development Services Program. The 2002 network capacity assessment used the Network Capacity Assessment Tool (NCAT) framework, as well as the Member Survey tool, to collect, organize and analyze data. The assessment placed the MCPI in the “emerging network” stage of development with an overall score of 3.20, which means that the network has the basic institutional structure in place; strategies are being developed to tackle the areas of vision, capacity, resources and linkages; and that the fundamentals for network excellence are beginning to take shape.
