During the 2003 country programming mission, the Government of the Republic of the
Philippines requested the Asian Develoment Bank (ADB) technical assistance (TA) to prepare a
master plan for the Agusan River Basin, following an integrated river basin management (IRBM)
approach. The TA Fact-Finding Mission was fielded from 4 to 17 November 2004 to develop the project concept. Agreements were reached on the objectives, scope of work, cost estimates and financing plan, implementation arrangements, and terms of reference for the consultants for the TA. The TA is included in ADB’s country strategy and program update for the Philippines.
