During discussions regarding the 2005 Interim Country Strategy and Program,agreement was reached between the Government of the Philippines and the Asian
Development Bank (ADB) to proceed with a technical assistance (TA) on strengthening local government finance and budgeting. Follow-up consultations were held in December 2004 between the Government and ADB. Both sides reached an understanding on the TA objectives, scope, terms of reference, implementation arrangements, and cost estimates.
