The paper aimed to describe the relationship between disaster and development, introduce a framework for integrating DRR and CCA in planning and decision-making processes, and share experiences in building resilience. The discussion was presented in the context of achieving inclusive growth with the adoption of the Philippine Development Plan 2011-2016 by the National Government of the Philippines. Inclusive growth is indicated by higher economic growth (7%-8% annually for six years), which generates mass employment and reduces poverty, including the achievement of Millennium Development Goals (MDG).
