The main objective of the study is to estimate the elasticity of local government revenues and expenditures with respect to the Internal Revenue Allotment, controlling for the possible biases induced by the devolution of public services to LGUs and other factors. By eliminating the biases, appropriate guidelines for the design of the IRA formula and other central transfers will be drawn up to promote national or regional policy objectives.
