Impact Evaluation of the Agri-Pinoy Livestock Program (A-PLP) in Samar Island


This report presents the results of an impact evaluation of the Agri-Pinoy Livestock Program (A-PLP) implemented by the Department of Agriculture Regional Field Office VIII (DA-RFO8) in Samar Island. The evaluation assessed the program’s effectiveness in enhancing food security, livestock productivity, farmers’ income, and market development, while also evaluating the institutional capacity of DA-RFO8 in delivering market-oriented services. Using a mixed-methods approach that combined quantitative techniques—such as propensity score matching, difference-in-difference analysis, and benefit-cost analysis—with qualitative methods like Most Significant Change (MSC) stories, the study focused on four major A-PLP components: the Unified National Artificial Insemination Program (UNAIP), Male Breeder Loan Program (MBLP), Samar Island Small Ruminant Enterprise Development (SAIS RED) Project, and the Animal Infusion and Restocking Program (AIRP).

Data were collected from beneficiaries and non-beneficiaries through surveys, interviews, focus group discussions, and site inspections. The evaluation revealed that the A-PLP effectively improved livestock production and reproduction through genetic improvement programs, animal health interventions, and pasture development. Market development efforts included livestock auction market upgrades, investment forums, and digital weighing facilities. Capacity-building, regulatory services, and livestock information systems also enhanced program implementation. The program notably increased farm income, enhanced feed efficiency, and reduced environmental waste, while also fostering institutional learning and public-private partnerships.

Overall, the A-PLP positively impacted Samar Island’s livestock industry and rural livelihoods, contributing to food security and economic development. Recommendations for sustaining and scaling its benefits are addressed to relevant implementing agencies and stakeholders.
