This guideline addresses stakeholders and decisionmakers from the private and public sectors engaged in waste management and cement production. The document offers guiding principles and gives a general orientation concerning the conditions in which pre- and co-processing of recovered materials can be applied. They make certain recommendations and provide certain country-specific experiences, but they cannot and should not be used as a template. Each person, legal entity, or country, in engaging in pre- and co-processing, must develop its own standards based on international conventions and national and local conditions and must harmonize them with its legal framework. The guideline is presented to support watse management systems in view to enhance material and energy recovery, especially for those waste that does not find other recycling options and markets, and also to provide options to lessen waste disposal for certain waste fractions.
