Food Security: Policy Directions for the New Administration


The paper provides policy options that the Estrada Administration may consider in the interest of ensuring the access of the population to rice. The economic analysis conducted suggests that the country's population may be able to attain the same level of food security at a lower cost to society if the current food security program can be improved. Two major areas of reforms are discussed namely, the policy and institutional measures ensuring a more competitive palay industry and a more cost effective rice price stabilization program.
