Environmental Protection Policies and Strategies: Land Transport Sector


The study assesses the existing policies/strategies adopted by the government in addressing vehicular air pollution problems and determines how effective these have been, how they can be improved or complemented by other measures. It notes that the existing command and control (CAC) measures and market-based instruments (MBIs) are inadequate in abating vehicular pollution and improving air quality. To reinforce CACs and MBIs, it recommends specific measures relative to the implementation of the anti-smoke belching program; imposition of pollution control charge on older vehicles; excise taxation of automobiles; excise taxation of petroleum products; regulation of the sale and importation of motor vehicles; and maintenance of motor vehicles.
