"Cha-cha" or the proposed change of Philippine government from a unitary presidential system to a federal parliamentary system failed to progress during the term of former President Ramos, who favored the move. Today however, it appears to be gaining steam in the halls of Congress, inspite of reservations and objections from certain groups. The author sheds some light on this issue by briefly responding to these reservations and objections. He seems to suggest that the proposed federal parliamentary system is just misunderstood and that the allegations are in fact, inefficiencies of the present system. He seals his view on the issue by giving readers a more digestible explanation of some of the rudiments of the "better system."
