his paper was prepared jointly by the Agricultural Credit Policy Council (ACPC) and the Office of the Department of Agriculture Undersecretary for Special Concerns for the 2008 Food Summit held on 4 April 2008 at the Fontana Leisure Parks, Clark, Pampanga. It presents, first, the state of agricultural credit, highlighting the various issues on and constraints to credit access; and, second, the current and the proposed interventions to address these issues and constraints. With these, the paper hopes to generate comments and suggestions on how the Department of Agriculture (DA), through the ACPC, can enhance its credit programs and the whole rural finance system.
