This article discusses the Local Government Capability Classification Scheme (LGCCS) proposed by UP, NCPAG, CLRG for the Bureau of Local Government Development, DILG. Suggestions for institutional mechanisms to implement the classification scheme on a nationwide basis is also proposed.
