Continuing education is the aggregate principles and practices encompassing education of individuals after they have left the formal system. It includes continuing professional education and further non-formal and informal education and training. Continuing education is closely linked to the notion of lifelong learning which is the body of theories and principles espousing that education and learning occurs as a process throughout lifetime. The Philippines, as a service export country, should welcome the continuing multilateral negotiations to expand global trade in services, including overseas employment, in order to maximize the benefits from a liberalized trading environment. The significant contributions of overseas employment in terms of mitigating the unemployment problem and stabilizing the balance of payments position of the country, through their significant remittances, have been recognized. Crucial to these issues is the role of government regulation. Like any other domestic regulation, government regulation on overseas employment has the potential of restricting the free movement of human resources internationally.
