Caraga Balik Probinsya, Bagong Pag-Asa (BP2) Program Regional Action Plan (RAP)


The Balik Probinsya, Bagong Pag-Asa (BP2) Program was institutionalized through Executive Order (EO) No. 114, Series of 2020, to ensure balanced regional development and equitable distribution of wealth, resources, and opportunities through policies and programs that boost countryside development and inclusive growth, provide adequate social services, and promote full employment, industrialization, and an improved quality of life in rural areas. EO No. 114 mandates the regions to prepare the BP2 Program Regional Action Plan (RAP) and engage the participation of concerned local government units, national government agencies, government-owned and controlled corporations, non-government organizations, and other stakeholders to ensure coordinated efforts in the implementation of BP2 programs and projects. The Caraga BP2 Program RAP serves as the blueprint in operationalizing the BP2 Program in Caraga Region. The RAP provides action-oriented solutions to the needs of the BP2 Program beneficiaries as well as support countryside development. It contains the strategic framework; assessment of the resources and the inter-related trends across sectors; persisting and emerging development challenges and constraints; strategies to be pursued; and programs, projects, and activities (PPAs) to be implemented in the Region. The PPAs are programmed towards the attainment of the BP2 Program desired outcome, which is to have a high-trust, socially cohesive, vibrant, resilient, and sustainable communities.
