Brgy. Agri Extension Worker Advocacy Legal and Legislative Documentation


This study examines the gaps in agricultural extension service delivery in Mindanao, Philippines, and proposes solutions to address rural poverty and food insecurity. Using a policy review and field consultations involving barangay officials, regional agencies, and local government units, the study highlights the need to institutionalize Barangay Agricultural Extension Workers (BAEW) to strengthen grassroots agricultural support.

The results emphasize the urgent need to bridge the service delivery gap between farmers and government agencies by establishing BAEW positions that provide direct access to technical assistance, production advice, and market information. Drawing from successful models in health and social welfare sectors, the proposed system recommends building local capacities, formalizing on-the-ground assistance, and ensuring sustainable funding mechanisms.

Further, the study recommends continuous lobbying for legislative support through House Bill 9940 and integration of BAEW into the national and regional development frameworks. Strengthening grassroots capacity will require not only the creation of positions but also structured training programs, enhanced data collection systems, and active engagement with farmers and fisherfolk to promote the adoption of modern, climate-resilient farming practices.

Institutionalizing BAEWs is projected to improve agricultural productivity, enhance rural livelihoods, and contribute to broader economic development goals, particularly in ensuring food security, combating malnutrition, and reducing poverty across Mindanao and other rural regions of the Philippines.
