The local government of Albay adopted the Millennium Development Goals (MDGs) as a framework to rationalize its local development planning process. One of the MDGs is the achievement of universal primary education and gender parity in education. This Policy Note serves as an analytic brief which examines how basic education in Albay fares against the national performance. It also looks into the learning achievements of boys and girls in Albay by way of data on mean performance scores. Implications to basic education strategies and policies are also discussed in this brief.
