The paper emphasized the importance of the involvement of Local Government Units (LGU) in development work and mentioned USAID initiatives focusing on local capacity building that was done in the context of decentralization. USAID’s partnership with LGUs was strengthened, paving the way for working with other sectors involved in water sanitation, clean air, rural electrification, infrastructure, and health.
