A Policy Cost Estimate: The Expanded National Immunization Program Under House Bill No. 289


House Bill No. 289 expands the access to free vaccination to all Filipinos by adding new vaccines to protect Filipinos especially infants and children against the most common VPDs. This discussion paper intends to provide for the cost estimate of the full-year implementation of HB 289 that accounts for the cost of the aforementioned vaccines and the cost of delivery from the national storage facility to the regional or provincial (for island provinces) health offices. Using sample pricing and cost ratios based on fund utilization in the previous years, the study estimated the measure using two components: the vaccine procurement costs and the immunization delivery costs. The paper ends with an analysis of the available fiscal space and reviewed possible financing options for the proposed program.
