Five years after the passage of EO 219 which announced the Philippine government's policy of liberalizing the domestic and international civil aviation industry, it seems that no improvements have taken place in the country's international air transport industry. What happened? This Notes examines the developments that have occurred and identifies areas where reforms are needed, especially in terms of competition policy, if improvements are really to be put in place.
