Understanding Communities in Practice; Lessons From Piloting Community Profiling Tools in Selected Local Government Units in the Caraga Region in Mindanao, Philippines


Community profiling is a methodological approach that is action-oriented, purposeful, and collaborative. It presents a comprehensive picture of a community's social, economic, political, and biophysical characteristics. The pilot study was done in three barangays (villages) in the province of Agusan del Sur. The Community Profiling Guidebook is a technical manual that supplements existing local development and land use planning rules. It is part of CAPID's reaction to local government actors' requests for capacity development assistance during the project preparation stage. The handbook can capture data that is mistakenly left behind when conventional approaches are used. The guidebook encourages practices that facilitate contact and relationship development between communities and local governments while bolstering individuals' trust in government. It is primarily aimed at municipal and city government planners, barangay officials, and frontline employees in the fields of social welfare and development, disaster risk reduction and management, and agriculture. The Seasonal Calendar is a visualization tool for seasonal patterns of change and the relationships between several sets of variables. The pilot testing took place in Prosperidad during the process of upgrading the Municipal Disaster Risk Reduction and Management Office's (MDRRMO) DRRM Plan. The design, implementation, and validation of the results involve the entire community. A critical aspect of technical processes is the development of capacities for tool use and applying the principle of Do No Harm. The Community Profiling Guidebook has been modified in light of the findings from field testing conducted in Prosperidad and Butuan City. The guidebook will be delivered to DILG Regional Office 13, which will be responsible for disseminating it to LGUs.
