WP-2019-05: Strengthening Multi-employer Bargaining: Policies and Practices (Phase II)

Multi-employer bargaining exists when one or more unions negotiate with one or more employers or employers’ organization/s. It is seen as a mechanism to promote inclusive coverage of the benefits provided by Collective Bargaining Agreements (CBAs). Multi-employer bargaining can exist at different levels (workplace, industry, region or national) which can pave the way for standards peculiar to the workplace or industry. In the Philippines, multi-employer bargaining is proposed as a strategy to increase CBA coverage to workers in non-standard forms of employment, which is increasing due to the drivers (particularly technological advancement and changes in the labor market) of the Fourth Industrial Revolution. However, Philippine policy on multi-employer bargaining is limited hence, a proposed framework was formulated and validated with the laws and practices of an Asian country (South Korea).
