A Case Study of Company Best Practices on Regularization of Workers in Contracting Arrangements

This study sought to document company best practices on the regularization of workers under contracting arrangements. The identified best practices on regularization are from companies representing sectors where many contractual or agency-hired workers were reportedly absorbed or regularized. After a series of interviews with company representatives (Human Resources Managers) and regularized workers, one of the common practices gathered from the respondents is the regularization of contractual or agency-hired workers without having them go through a probationary period. Also considered as a best practice by some of the respondents is the regularization of workers taking into consideration their attitude and skills. For these practices to be shared, this research paper recommends that a series of dialogues at various levels be conducted. To encourage regularization, on the other hand, the institutionalization of programs to incentivize or award companies who have regularized or are ready to regularize workers under contracting arrangements is suggested.
