SEARCA PROC 2020 2: Policy Roundtable on ATMI-ASEAN: The Case of the Livestock Sector in Vietnam - Proceedings

The Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA) and the International Food Policy Research Institute (IFPRI) organized the Policy Roundtable on Agricultural Transformation and Market Integration in ASEAN: The Case of the Livestock Sector in Vietnam, on 15 November 2018 in Hanoi, Vietnam. The policy roundtable (PRT) was in partnership with the Institute of Policy and Strategy for Agriculture and Rural Development (IPSARD) under the project Agricultural Transformation and Market Integration in the ASEAN Region: Responding to Food Security and Inclusiveness Concerns (ATMI-ASEAN). Led by IFPRI with SEARCA as the implementing partner, the ATMI-ASEAN project focuses on strengthening the institutional capacities of ASEAN member states (AMS) to develop and implement policies and sub-regional programs in support of the integration of smallholders in agriculture and food markets. The targeted AMS are Myanmar, Cambodia, Lao PDR, Vietnam, and the Philippines. The PRT is funded by the International Fund for Agricultural Development (IFAD), and is the second major event of the ATMI-ASEAN project in Vietnam. This project is an offshoot of the previous year’s National Inception Workshop that yielded a wealth of knowledge and helped identify possible intervention policies. The PRT took off from the recently completed policy studies of IFPRI. The roundtable aims to: (1) discuss the state of food security and nutrition in the context of a food systems approach in Vietnam; (2) identify the prospects for diversification in the agriculture sector as identified in the current Agricultural Development Strategy; (3) highlight the export opportunities for agricultural commodities of Vietnam, both existing and prospective, in the context of its competitiveness and governance issues; and (4) explore the role of non-state actors and players, including farmer organizations (FO), civil society groups, and the private sectors (PS) in augmenting smallholders’ income through their participation in agricultural diversification.
