This report documents the Pre-feasibility Study (PFS) process in the Province of Daerah Istimewa Yogyakarta (DIY) and the City of Banda Aceh – two cities supported by CDIA. It explains the whole process from the beginning of the process to Terms of Reference (ToR) preparation, project selection, reporting as well as the current status of the project and lessons learned.
