The study starts with the observation that the first cholera epidemic struck the Philippines in 1817. That was 185 years ago. At present, the country is still gripped by sporadic outbreak of cholera, as well as many other diseases which have not been completely wiped out. It is against the backdrop of unresolved economic and social development challenges that problems in financing that developed are examined. Specifically, the study discusses the issues on financing for development at the global context; financing the millenium development goals; and fiscal deficit, cholera and its variants. The study end with issues in the fiscal policy debate to be discussed in the panel.
