One way to address the weak linkage between technology users and providers is to establish a technology clearinghouse containing databases that should be made accessible in the Web. Congress should enact legislation on business incubators whose major function is to provide assistance in product and market development. The government can also adapt the Swedish Invent School Model to encourage the development of more entrepreneurs and investors.
