Coco Levy Funds: A Fiscal Stimulus to the Coconut Industry


The paper discusses the coco levy fund as a potential resource pool for coconut industry development in the country. It presents a timeline of the various levies imposed on coconut farmers/producers, the nature of its ownership since the Marcos era, and the ongoing legal battle over the ownership of the fund. The study analyzes the performance of the coconut sector--i.e., its contribution to the economy and impact to poverty reduction. It also highlights some of the problems in the sector such as low farm productivity and farm gate price, and lack of funds for R&D and infrastructure support. Finally, the paper presents legislative measures declaring the public nature of the fund so that it could be tapped to finance the development of the coconut industry that pariticularly benefits the small players in the sector.
